FEMA BRIC Analysis
Radbridge analyzed the FEMA pre-application ("NOI") forms and websites of all 50 state hazard mitigation offices.
The pre-application stage plays an important role in the FEMA BRIC process, providing an opportunity for states to collect information, screen prospective subapplicants, and educate subapplicants on FEMA’s requirements and process. Radbridge is developing several resources for FEMA subapplicants, including a forthcoming BRIC support tool. To inform our work, we conducted an analysis of the pre-application forms and websites of all 50 state hazard mitigation offices (or equivalent) to understand how states approach the pre-application (also called “NOI” or “LOI”) process for FEMA’s HMA programs, with a focus on BRIC. We are pleased to share the results of this analysis with SHMOs and other interested stakeholders with the goal of highlighting our key takeaways ahead of the 2023 BRIC cycle. Key insights and statistics are provided on:

- The types of information that states collect in pre-applications.
- The methods states use to educate subapplicants during the pre-application process.
